The Higher Education Students' Loans Board (HESLB); was established under the Act No.09 of 2004 (as amended) and started operations in July, 2005. The main functions of the Board, among others, include the following:-
To issue Loans, Grants and Scholarships and Bursaries to Eligible and Needy Tanzanian Higher Education Students;
To keep Records of Loanees and amounts issued to them;
To collect Repayments for all Loans issued to Students since 1994 so as to Re-Iend the collected funds to other Eligible and Needy Tanzanian Students;
To Maintain collaborations and Networking with Key-Stakeholders including Higher Education Institutions (HEls), Employers and Loans Beneficiaries;
To advise the Government on matters relating to issuance and Recovery of Beneficiaries' Loans.
In order to enhance and strengthen operations of the Board, hereby invites Applications form Qualified Tanzanians to fill the vacant positions listed above
MANAGER; IT SYSTEMS AUDIT AND FRAUD INVESTIGATION

Qualifications and Experience

Holder of a Masters Degree in Information Technology, Bachelor of Science in Computer studies/information Technology, certificate or Diploma in Fraud Investigation, Certified Information Systems Auditor (ClSA), Computer Assisted Audit Techniques (CAATs) and Certified Hacker Technology (CHD with at least five (5) years work experience in a reputable organization.

Duties and Responsibilities
To develop Annual Audit plan and Budget for the division on Systems and Investigation; To develop Individual Audit Program relating to investigation on fraud issues;
To carry out fraud investigations
To maintain fraud investigation link with the Police and other Law enforcement agencies.
To conduct audit of Controls relating to all HESLB ICT activities;
To conduct forensic audit of fraudulent transactions;
To compile fraud investigation reports
To compile periodic Reports
To make a follow up on implementation of previous audit queries;
To ensure existence of updated computer assisted audit techniques software within IT System Audit and Fraud Investigation;
Investigating and advising effectiveness of internal controls.
Ascertaining the extent of compliance with the prescribed plans, policies, procedures and financial regulations and check the accuracy of accounts and other data developed within the Board.

Auditing revenue collection
Ensuring that investigation report are prepared on time and submitted to relevant authorities
Preparing annual work plans.
Auditing Expenditure and other transactions of the Board
To perform any other duties assigned by the Chief Internal Auditor/Investigator.

Excellent interpersonal Communication skills in both English and Kiswahili;
Fully Computer literate.

MANAGER; INFORMATION, EDUCATION AND COMMUNICATION (HESLB SCALE 10) 

Qualifications and experience
Holder of Masters Degree in Social Sciences, with a bias in Mass Communication, Public Relations or Marketing and five (5) years working experience at a Senior position in reputable organization.

Duties and Responsibilities
To develop and implement a Strategy for Information, Education and Communication Plan; To undertake communication between the Board and stakeholders and the General Public;
To provide inputs for communication with the Media;
To conduct Publicity events;
To prepare Information, Education and Communication materials of the Board;
To handle Protocol issues of the Board;
To ensure smooth linkages and exchange of information. relating to Information, Education and Communication within the Board;
To timely prepare progress reports and papers of the Section;
To ensure smooth linkages and exchange of Information between the Board and its stakeholders;
To respond to Customers' complaints;
To supervise the Front Office Desk and the Call Centre;
To perform any other functions as may be directed by Assistant Director Information, Education and Communication.
