Wizara ya Afya na Ustawi wa Jamii kwa kushirikiana na Taasisi ya Benjamin William Mkapa HIV/AIDS inatekeleza Mradi wa kuimarisha mifumo ya huduma za afya ( Health Systems Strengthening) kupitia ufadhili wa Mfuko wa Dunia wa kupambana na UKIMWI, Kifua Kikuu 

na Malaria - Mzunguko wa 9 ( Global Fund Round 9). Baadhi ya malengo ya mradi ni pamoja na; kuongeza wataalam wa afya, ili kuimarisha huduma za UKIMWI, Kifua Kikuu, Malaria na huduma nyinginezo katika Halmashauri za Wilaya zenye upungufu wa watumishi wa afya.
Katika kipindi cha miaka minne ( 2011 - 2014) ya utekelezaji wa mradi huu, Taasisi imefanikiwa kuajiri watumishi wa afya 452 na wakufunzi wa afya 182 na kuwapangia kazi katika Halmashauri za Wilaya 70 na Vyuo vya afya 43.
Ili kuhakikisha malengo ya Mradi huu yanafikiwa, Taasisi inazo nafasi zilizo wazi kama zinavyoanishwa hapo chini:

Izingatiwe kwamba:
• Ajira ndani ya mradi huu itatolewa kwa mkataba wa si zaidi ya miezi kumi na mbili (12) na mara baada ya kukamilika kipindi hiki, waajiriwa wote katika mradi huu watatakiwa kujiunga katika utumishi wa umma kulingana na taratibu na kanuni za ajira za Serikali.
• Mradi hautapokea maombi ya wataalam waliopo katika ajira za utumishi wa umma au katika Taasisi/Vyuo vya mashirika ya dini (FBOs) na wataalam wenye umri zaidi ya miaka 45.
• Mishahara itatolewa kulingana na sifa na ujuzi wa mtumishi husika pamoja na maslahi mengineyo yaliyobainishwa katika mradi.
Maombi yote yaambatanishwe na:

3. Nakala ya cheti cha usajili/leseni, cheti cha mazoezi kwa vitendo (internship) kwa kada zinazohusika kama vile; madaktari, wafamasia, wateknolojia na wauguzi

PROGRAMME MANAGER - HEALTH INFRASTRUCTURE 

(RE-ADVERTISED) (2 YEARS CONTRACT)
The Programme Manager will have an overall responsibility of planning, coordinating and monitoring rehabilitation and construction of health infrastructure in the designated regions and District Councils. This includes preparing and issuing quality project implementation progress reports to the Management Team and donors.
The Manager will work under the Directorate of HR and Administration and will directly supervise Programme Officer.
The ideal candidate should have a background in Building Economics, Architect, Quantity Survey and/or Civil Engineering.
He/she should have experience on supervising Consultants and/or Contractors work, and familiar with the rural settings of Tanzania.
She/he should have tactical communication skills and ability to use discretion and judgment, and also have a high level of creativity and innovations, particularly focusing on new and better ways to work. The work requires travelling at least 40% of the working period. 
JOB DESCRIPTION & PERSON SPECIFICATION

Also will work with outsourced technical assistants, Contracted parties, District Councils, Banks, MoHSW

Duty Station: The Benjamin William Mkapa HIV/AIDS Foundation Headquarters, Dar es salaam 
Overall Purpose of the Job: 
Responsible for planning, coordinating and monitoring rehabilitation of health infrastructure in the designated district councils 
Scope of Work: 
Non-routine with variety: Tasks involved in this job are more complex and are combined with a need for good coordination and observation.

JOB SPECIFICATION 
Key Outputs: 
Plan and Budget 


• Review targets set for House for Health staff project, 



• In collaboration with DCs carry out rapid appraisal of properties for rehabilitation and construction 



• Develop an implementation plan including budget, calendar, resources 



• Submit the plan and budget to SMT for review and approval 



• Share the implementation plan with key partners 



• Develop implementation frame work and guidelines that will ensure effective implementation of the project 



• Develop Terms of Reference (TOR) for Contractors – with clear description of scope of work, standard and timeline 



• Submit the TOR to SMT for approval 



• Share the TOR with key partners 



Implementation & Coordination 



• Work with Procurement and Administration Manager (PAM) to Identify Competent Contractors and create a list of potential bidders in all zones 



• Work with PAM to prepare tender documents 



• Submit tender documents to Tender committee and SMT for review and approval 



• Providing independent professional advice and guidance; 



• Attending pre-site and on-site meetings during the contract, liaising with a range of other professionals involved in the project; 



• Make sure that the quality desired for the houses is maintained 



• Ensure that all health and safety checks are adhered to; 



• Control expenditure and ensure every investment meet value for money standard 



• Representing the interest of the Foundation 



Monitoring & Evaluation 



• Keeping track of progress and ensuring that the project is on time and on budget; 



• Liaise with FCU staff and other responsible for M&E to physically inspect all aspects of the projects and file report 



• Maintaining records of expenditure, accounting, costing and billing. 



Reports 



• Project implementation progress report 



Contractors’ effectiveness 



• Supervise all contracted parties closely and take necessary actions in case of delay after getting competent Legal opinion 



• Escalate issues that require SMT attention 



• Escalate issues that require DCs’/MOHSW or DPs attention through DOP

PERSON SPECIFICATIONS 
Academic & Professional Qualifications: 
First degree plus professional qualification (preferably of Science in Building Economics, Architect, Quantity Surveyor) 
Relevant Work Experience: 
At least 5 years of work experience 
Interpersonal Skills: 
Tactical: Contacts with both internal and external stakeholders primarily in the course of implementing the Foundation’s strategy. Relationships require sound communications skills and both discretion and judgment. 
Specific Skills/Experience 


• Should have gained initial skills in the building field in the form of work placements or professional experience. 



Other Qualities 



• Must have readiness of mind as well as the ability to think in analytical and networking terms. 



• Must be self motivated with high degree of commitment. 



• Must be ready to work in rural areas 



• Should be enjoying dealing with people and possess persuasiveness and assertiveness. 



• A good command of English and Kiswahili are required for this position.
