POSITION; SENIOR MANAGEMENT ADVISOR
Chemonics seeks a Senior Management Advisor for a field office in Dar es Salaam, Tanzania. Reporting directly to the Chief of Party and working in close collaboration with the Deputy Chief of Party and Operations Manager, the Senior Management Advisor will support development of systems and procedures for the office and contribute to establishing a strong, proactive implementation approach to serve USAID/Tanzania and its partners.
To maximize the transfer of knowledge, the advisor is expected to use a combination of formal training, on-the-job training, and mentoring. This position is for a one-year duration and will begin on or about December 1, 2014. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
• Work with the Chief of Party to strengthen overall project implementation in accord with USAID contractual requirements
• Work closely with the project team to identify, prioritize, and implement activities to successfully meet USAID contractual requirements
• Work closely with the project team to identify and prioritize support needs in external and internal communications to meet project objectives and USAID contractual requirements
• Work with the project team to develop systemic solutions to improve project activity coordination and implementation to meet project objectives and USAID contractual requirements
• Work with the Deputy Chief of Party to ensure the field office's technical assistance plan is fully developed, regularly updated and implemented in accord with USAID contractual requirements
• Develop practical training modules in key areas such as work planning and project design, quarterly report writing, monitoring and evaluation, success story writing, and grants compliance trainings in accord with meeting USAID contractual requirements and conduct training of trainers
• Assist in identification of joint training opportunities and help in design and implementation of these events
• Develop and implement needed capacity development for field office staff such as drafting scopes of work for short-term technical assistance and/or requests for proposals and consultant/subcontract management, meeting USAID reporting requirements and achieving USAID contract deliverables
• Identify and implement systems to facilitate smooth project management in accord with USAID contractual requirements and Chemonics' systems
• Strengthen financial management systems in accord with USAID contractual requirements and Chemonics' systems

QUALIFICATIONS:
• Master's degree
• Minimum 10 years of experience working on USAID funded projects
• Minimum 8 years of experience as Chief of Party on USAID funded projects
• Strong understanding of all aspects of USAID project design, project reporting, activity budgeting, and implementation of USAID projects, including new business development
• Experience building staff capacity, including developing and conducting formal training and providing on-the-job training and mentoring, and giving constructive feedback
• Strong verbal and written communication skills in English and experience drafting a variety of project-related documents such as work plans, monitoring and evaluation plans, success stories, and quarterly reports
• Experience working effectively, efficiently, and closely with USAID
• Demonstrated leadership, versatility, and integrity

The Center seeks a talented, diligent, ambitious and reliable person, who places importance on quality, team-work and diligence for the position of Project Site Coordinator, Tanzania to coordinate its in-country activities under “Deploying Vegetable Seed Kits to Tackle Malnutrition in Kenya, Tanzania and Uganda” funded by the USAID. The target is to scale up and enhance widespread and rapid adoption of AVRDC’s validated homegarden concept and associated production and processing technologies by target households in Tanzania.

Through deployment of vegetable seed kits with complementary training and technical backstopping across the entire value chain, over 10,000 target beneficiaries in Tanzania are expected to improve their household nutrition, diversify their incomes and improve their social capital. The position will be based at AVRDC’s Eastern and Southern Africa regional office in Arusha, Tanzania and will report to the Project Manager. The position is open for Tanzanian nationals only.

The Job:
The Project Site Coordinator, Tanzania is responsible for the overall coordination of activities in the five focus regions of Tanzania, liaising with the Project Manager, country Site Coordinators for Kenya and Uganda, AVRDC scientists as well as national implementing partners in Tanzania.


Specific Responsibilities
• Day-to-day coordination and oversight of demonstration trials, farmer training, seed distribution, surveys, administrative and logistical activities and to build strong relationships with local implementing partners; jointly responsible for implementing field activities and meeting program targets in Tanzania.
• Plan and facilitate workshops, maintain project schedules, deliverables and evaluation activities, and prepare and submit in-country technical project reports, success stories for submission to the Project Manager.
• Assist in providing information for development of monitoring and evaluation analytical tools, serve as lead field monitor when necessary and facilitate subsequent data collection aimed at documenting outcomes and impact of the program.
• Ensure good coordination of research delivery, transfer of technology and promote gender equity within the project as well as in its outcomes and impacts.
• Identify options for improving vegetable seed access to smallholders by building and strengthening partnerships with the public and private seed sector for impact at the household level.
• Assist in organizing and conducting demand creation, outreach and promotional activities, such as seed fairs and community field days to promote the development and adoption of improved vegetable-based practices.
• Liaise with country Site Coordinators for Kenya and Uganda and the Project Manager to harmonize project activities, share lessons learnt and represent the Project Manager on in-country project-related issues.
• Perform other duties as may be assigned by the Project Manger or his/her appointed representative.
The Person
• Applicants must have a minimum of M.Sc. in preferably social or agricultural science disciplines, with a minimum of 2 years of extensive project coordination experience in food (nutrition) and agriculture. Good agro-economic background with focus on horticultural value-chains is a plus.
• Strong written and spoken English language skills.
• Extensive knowledge of and work experience in
Tanzania.
• Ability to oversee development/implementation of work plans, reports and presentations; ability to write clear and concise technical documents; strong organizational and networking skills. Experience with national partners is a plus.
• Capacity for strong teamwork, partnership building and project management skills as well as supervisory and mentoring skills.
• Proven skills to work independent for most periods of time.
• Proven interpersonal skills and ability to interact with public, private, and civil society leaders and groups on data collection and surveying for project monitoring is an advantage.
• Excellent computer skills in MS Office applications (Word, Excel, Powerpoint).
• Flexibility to travel extensively within the five focus project regions of Tanzania.
The Reward
This is a Nationally Recruited Staff (NRS) position with competitive pay and benefits as applicable in Tanzania. The initial appointment is for two years and may be extended depending on requirement, funding availability, and performance of the incumbent.
