Program Officer, based in Dar es Salaam

Currently, we are seeking for candidate to serve our Food and Nutrition Technical Assistance III Project (FANTA) in the capacity of Program Officer, based in Dar es Salaam.

FANTA works to improve nutrition and food security policies, strategies, and programs through technical support to the USAID and its partners, including host country governments, international organizations, and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, food security and livelihood strengthening, agriculture and nutrition linkages, and emergency and reconstruction.

Job Summary:
The incumbent will work under the supervision of the FANTA Project Manager Tanzania to provide programmatic and management support for all program activities with sub award partners, government institutions, key ministries and development partners.

Position Responsibilities include:
(a) Technical:
Providing technical, operations and management support for timely implementation of FANTA Tanzania work plan;
Providing technical guidance to sub grantees and LGA’s for  high quality implementation of nutrition activities;
Serving as the point person for sub-award(s), including ensuring timely implementation against work plans; budget/expenditure monitoring; technical assistance; monitoring and evaluation; knowledge management; reporting and contract management; and relationship management with key partners;
Contributing to implementation of FANTA nutrition activities, coordinate and organize training activities and relevant meetings; and assist with monitoring and reporting on progress of deliverables;
Maintaining cordial, professional and foster productive relationships with key stakeholders, including relevant ministries and government authorities, networks, working groups, policy forums, development partners, donor agencies and civil society organizations working in nutrition and/or related sectors.
Proactively identifying key issues and/or opportunities where FHI 360 can contribute, keep well-informed of the changing landscape of the nutrition program in Tanzania for relevance of the project portfolio during meeting engagements and consultations with TFNC and PMO.
Coordinating documentation for in-country and global knowledge management.
Contributing to the preparation of project reports and routine data collection for the project monitoring plan and the PEPFAR Semi Annual Program Report and Annual Program Report

(b) Administrative:
Preparing budget and expenditure analysis
Coordinating technical and project management meetings, workshops, including developing meeting materials (agenda, background materials, presentations, etc.), producing minutes and tracking follow-up.
Coordinating reporting of activities to multiple audiences.

Position Requirements
Master’s Degree in management or health-related field with 3 years of experience or Bachelor’s Degree in a related field with at least 5 years of relevant experience working with HIV/AIDS programs preferably with USAID/PEPFAR funded partners.
Knowledge of program and budget planning process, including use of log frame matrices and project management plans.
Familiarity with national health system, community services and project management for public health projects including the understanding of global and national developments and priorities for nutrition.
Experience working with USG funded projects preferred.
Ability to work on multiple activities simultaneously, to set priorities with minimal supervision and achieve results under pressure of tight deadlines.
Self- motivated with excellent organizational and analytical skills.
Excellent communications skills in English and Kiswahili, written and verbal.
Excellent interpersonal skills and solid experience establishing and maintaining good relationships with a wide variety of professionals and organizations.
Commitment to the highest ethical and professional standards.
Resourceful in resolving problems and initiating solutions.
Advanced computer skills, including Internet and Microsoft Office programs.
